Resource allocation for management services

Management services are placed on static resources if available. If the instance does not have any static resources and dynamic resource allocation is enabled, management resources are dynamically requested at the time the instance is started.

Static resources are added to the instance manually by specifying hosts that are fixed members of the instance or automatically by specifying resource specifications that are filled with qualifying resources at the time the instance is started. If an instance has static resources, the management services are placed on some combination of the static resources whenever possible. Dynamic resources are requested if needed, if dynamic resource allocation is enabled.

If static resources are not available to run management services and the dynamicResourceAllocationEnabled property is true, dynamic resources are requested, when the instance is started, to run management services. The number of resources that are requested is based on the instance.highAvailabilityCount property. These dynamic resources are returned when the instance is stopped.
