Ensure that there are no active domains, domain manager or other streamtool processes are not running, and the STREAMS_INSTALL environment variable is set. Check for errors in application traces, and ZooKeeper logs located in the directory specified by the bootstrap property ''streams.zookeeper.logDir''.
