The user_name user is not authorized to modify the permissions on instance jobgroup: instance instance_name, jobgroup instance security object.

The user does not have the own permission to instance object, which is required to modify instance object permission.

Use the Permissions page of the Streams Console or use the streamtool grantjobpermission command to grant the user own permission.
