The user_name user is not authorized to modify permissions on instance object: instance instance_name, object instance security object.

The current user does not have the own permission to instance object, which is required to modify instance object permission.

Use the Permissions page of the Streams Console or use the streamtool setacl command to grant the current user own permission.
