The processing element ID pe_identifier must be stopped before it can be restarted.
The specified processing element was already restarting when the Streams Application Manager sent a new restart command.
If the host is overloaded, the processing element might take longer to restart. Use the streamtool lshost command to check the status of the host. If the host is active but the job cannot be cancelled, use the streamtool getlog command to collect the trace files of the instance, and contact Product Support.
