CDISR3027E

The job submission, or processing element restart, failed. A placement that meets the constraints of all the processing elements was not found.

The placement assignments that satisfy all the constraints of all the processing elements of the job cannot be found.

Analyze the messages that follow to learn which of the constraints were not met. Correct the problematic constraints, and submit the request again.
