CDISR1137E

The Streams Application Manager cannot complete the operation because the processing element ID pe_identifier is stopping or was already stopped.

The Controller notified the Streams Application Manager twice about the same stopped state of the processing element.

Verify that the processing element was actually stopped by using the streamtool lspes command.
