A consistent region failed to reset too many times, and was stopped.
Investigate what is causing the consistent region failures by looking at PE traces and logs. To work around the problem, recover the consistent region by restarting all stopped PEs. If no PEs are stopped, stop and restart a PE within the consistent region. To avoid the problem in the future, try increasing the drain timeout, the reset timeout, or the maximum number of reset attempts for the consistent region.
