Processing element ID processing_element_id in the instance_id instance is already running.
This error can occur if there is an unexpected environment problem, such as a network issue. This error does not indicate an issue with the processing element.
If the problem persists, run the streamtool getlog command to collect the log and trace files for the instance, and contact Product Support. For command information, enter streamtool man getlog.
