The current application definition contains conflicting execution requirements for the processing element. The definition requires that the processing element is executed on a host that is different than another processing element (exlocation), but the definition also requires that the processing element is executed on the same host as another processing element (collocation).
Correct the conflicting execution requirements, ensure that the application compiles correctly, and submit the request again.
