Consistent region index needs to be reset because the region health changed from old health to new health.
This can be caused by the connections between PEs getting lost and reconnected, or it can be caused by a PE shutting down and getting restarted.If this happens occassionally, it does not necessarily indicate any problem. However, if it happens repeatedly, it can indicate a problem. Check the PE logs for application errors causing PE shutdowns.
